Is my GPU running too HOT ?

Was monitoring my temps for my PNY GeForce 8400 GS 256MB. Went from 63 C to 101 C in several minutes. Is this normal? Turned off my machine right away... Really have no more room for additional fans.

Specs:
HP Pavilion Mid Size Tower
Win 7 Pro 32-Bit
Intel Core 2 Quad Q9550 2.83Ghz (Master Vortex 752 CPU Cooler w/ Arctic Silver 5)
4GB DDR2
PNY NVIDIA GeForce 8400 GS 256MB
Corsair 400w PSU

What should I do ???
I'am not running any programs nor games. Currently at idle!

Current CPU Temps:

32 32 27 35

The Core 2 Quad Q9550, Master Vortex 752 CPU Cooler, and additional RAM were newly installed last night. Just installed the Corsair 400w today...
If it is the Fan on the Graphics Card that is no longer working. Should I invest in a new card ???

Also the case fan I have is still working, should I replace that too with a better brand ???

No that is not normal. Check that your fans and heatsinks are placed in the right position. If the problem still persists, try opening your side panel, or have a desk fan blow at the computer.

And does that 8400 GS have a fan or just a heat sink?
